The line
Like consciousness as he is, from the contraction of power he is covered by impurity and wanders the round.
नेपालीमा
चितिजस्तो भएर पनि, शक्तिको संकोचले मलले ढाकिएको हुन्छ र संसारमा घुम्ने हुन्छ।
Where it sits
10 says the wandering does not stop him doing the five acts. The impurity is a covering, not a second substance beside consciousness.
Split: cidvat (चिद्वत्) + tat (तत्) + śaktisaṃkocāt (शक्तिसंकोचात्) + malāvṛtaḥ (मलावृतः) + saṃsārī (संसारी)

The phrases
Though he is cidvat (चिद्वत्), like consciousness, from the contraction of power he is covered and he is a wanderer in the round. tac (तच्) is the thing that suffers that contraction.
Sanskrit in this line
tat (तत्) plus śaktisaṃkocāt (शक्तिसंकोचात्) is tac chaktisaṃkocāt (तच् छक्तिसंकोचात्). t (त्) before ś (श्) is heard as c (च्), and ś (श्) is heard as ch (छ्). The split keeps tat (तत्) and śaktisaṃkocāt (शक्तिसंकोचात्).
Say it back
Say what he is like, and what the contraction makes him.
