Where it sits
The third observance, which was also the first member of kriyā (क्रिया) yoga. Its fruit is the same direction as 2.28: impurity down, capacity up. Self-study is next.
Split: kāya (काय) + indriya (इन्द्रिय) + siddhiḥ (सिद्धिः) + aśuddhi (अशुद्धि) + kṣayāt (क्षयात्) + tapasaḥ (तपसः)

The phrases
kāyendriya-siddhiḥ (कायेन्द्रियसिद्धिः) is mastery of body and senses. kāya (काय) + indriya (इन्द्रिय) is a (अ) + i (इ) = e (ए). aśuddhi-kṣayāt (अशुद्धिक्षयात्) is “from the dwindling of impurity,” the same dwindling as in 2.28. tapasaḥ (तपसः) is ablative, “from discipline.”
The word order puts the fruit first and the source last. From discipline, as impurity dwindles, mastery. tapas (तप) is an -as (अस्) stem, and its ablative is tapasaḥ (तपसः), not tapāt (तपात्).
Sanskrit in this line
a (अ) + i (इ) = e (ए). kāya (काय) + indriya (इन्द्रिय) is kāyendriya (कायेन्द्रिय). You have had a (अ) + i (इ) = e (ए) inside abhijātasyeva (अभिजातस्येव). Here it joins two nouns. And tapasaḥ (तपसः) shows an -as (अस्) stem: tapas (तप) “heat, discipline” declines with -asaḥ (असः) in the ablative, the same shape as genitive manasaḥ (मनसः).
Say it back
Say the source last, as the line does: fruit, dwindling, tapasaḥ (तपसः).
