The phrases
From loosening the cause of bondage, and from knowing how the mind moves, the mind enters another body. Two ablatives, joined by ca (च). saṃvedanāt ca (संवेदनात् च) is recited saṃvedanāc ca (संवेदनाच् च), t (त्) before c (च्). śarīra (शरीर) + āveśa (आवेश) is a (अ) + ā (आ) = ā (आ).
Read under 3.37. This is a power in the outward state. The line describes it. It does not assign it.
Sanskrit in this line
t (त्) before c (च्) becomes c (च्), from 2.15. Two ablatives as two sources, ca (च) between them. āveśa (आवेश) is “entering,” read from the end of para-śarīrāveśa (परशरीरावेश): an entering, into a body, and the body is another's.
Say it back
Say the two froms. Loosening, and knowing the movement. Then the fruit.
