The phrases

Where the activities differ, one mind directs the many. pravṛtti-bhede (प्रवृत्तिभेदे) is locative. prayojakam cittam ekam (प्रयोजकम् चित्तमेकम्) are three neuter nominatives in agreement. anekeṣām (अनेकेषाम्) is genitive plural, “of the many.”

4.3 said the occasion is not a prayojaka (प्रयोजक). This line says there is a prayojaka (प्रयोजक), and it is one mind. The constructed minds do not each run the show.

Sanskrit in this line

Locative for the situation, nominative for the director, genitive for the many it directs. aneka (अनेक) is an- (अन्) plus eka (एक), “not one,” hence “many.” Its genitive plural is anekeṣām (अनेकेषाम्).

Say it back

Say how many direct, and how many are directed. One, and many.
