The phrases

sthāna (स्थान) is the place: within the eye. ādi (आदि) covers the rest that the text adds, the ruling and the names. Another sentence, in the inner-ruler passage, says he who dwells in the eye and rules the eye within. The same predicates are recognized here.

ca adds this statement of place and rule to the fitness of the previous line.

Sanskrit in this line

Read the compound from vyapadeśa (व्यपदेश): a stating, of place and the rest. Before ca, t is heard as c.

Say it back

Gloss sthāna (स्थान) as the eye, and ādi (आदि) as the ruling that goes with it.
