Where it sits

The guṇakaḥ (गुणकः) of 1.2.22 is the one who remains. itarau are pradhāna (प्रधान) and soul, the pair denied together. The divide on what the negations remove was stated on the previous line.

Split: viśeṣaṇa-bheda-vyapadeśābhyām (विशेषण-भेद-व्यपदेशाभ्याम्) + ca (च) + na (न) + itarau (इतरौ)

The phrases

itarau are the two rivals: the pradhāna (प्रधान) and the individual soul. The objector wants the invisible one to be the pradhāna (प्रधान), and 'higher than the high imperishable' to be the soul, or the mass of souls, that sits over the pradhāna (प्रधान).

viśeṣaṇa (विशेषण) is the set of qualifiers that only brahman (ब्रह्मन्) bears, beginning with knowing all. bheda is the stated difference: higher than the high, the source over against what arises. The dual instrumental means the two statements together. ca adds them to the previous line's reason.

Sanskrit in this line

The ending -ābhyām (-आभ्याम्) is instrumental dual. Before a vowel it is recited -ābhyāṃ (-आभ्यां). na plus i is ne, so netarau.

Say it back

Name the two others, and say which word answers which: qualifiers against the pradhāna (प्रधान), difference against the soul.
