The line

The one who gives the lineage teaching of the mudrā (मुद्रा) seals: he is the glorious guru, the master, and the verse says he is Īśvara (ईश्वर) in person.

Where it sits

The verse's īśvara (ईश्वर) is this guru. Yoga Sūtra (सूत्र) 1.24 speaks of Īśvara (ईश्वर) as a special puruṣa (पुरुष). The two sentences can sit beside each other. The verse here is about the guru who gives the seals.
