tīvra-saṃvegānām (तीव्रसंवेगानाम्) is genitive plural: of people whose urgency is keen. āsannaḥ (आसन्नः) is the predicate, nominative, agreeing with the samādhi (समाधि) that has been in force since 1.17. No verb. “For them, it is near.”

Sanskrit in this line

No new ending. Use the genitive plural you learned in 1.19, and hear a nominative predicate beside it: āsannaḥ (आसन्नः), “near.” The genitive is who it is near for. The nominative is what is near.
