3.9–3.15 are about change itself, because saṃyama (संयम) on change will be a source of knowledge at 3.16. Three transformations are named: stilling, samādhi (समाधि), and one-pointedness. This is the first.
Split: vyutthāna (व्युत्थान) + nirodha (निरोध) + saṃskārayoḥ (संस्कारयोः) + abhibhava (अभिभव) + prādurbhāvau (प्रादुर्भावौ) + nirodha (निरोध) + kṣaṇa (क्षण) + citta (चित्त) + anvayaḥ (अन्वयः) + nirodha (निरोध) + pariṇāmaḥ (परिणामः)

The phrases
The transformation called stilling is a moment in which one impression is overpowered and the other arises, and the mind continues through that moment. saṃskārayoḥ (संस्कारयोः) is genitive dual of the two impressions. abhibhava-prādurbhāvau (अभिभवप्रादुर्भावौ) is nominative dual of the two events.
nirodha-kṣaṇa-cittānvayaḥ (निरोधक्षणचित्तान्वयः) is the mind's continuity through the moment of stilling. citta (चित्त) + anvaya (अन्वय) is a (अ) + a (अ) = ā (आ). nirodha-pariṇāmaḥ (निरोधपरिणामः) names the whole change. This is not yet the stilling of 1.2 completed. It is the change into stilling, described as a process.
Sanskrit in this line
Dual -au (औ) is nominative dual, “the two.” Dual -yoḥ (योः) is genitive dual, which you know. A process with two impressions needs the dual, not the plural. Plural would mean many. Here there are exactly two impressions and exactly two events.
Say it back
Name the two impressions and the two events. Then the name of the transformation.
