Where it sits

4.1 listed birth as a source of powers. This line says a change of birth is prakṛti (प्रकृति) filling in. 4.3 will say the occasion, the farmer, the herb, the mantra, does not drive prakṛti (प्रकृति). It only opens a different channel.

Split: jāti (जाति) + antara (अन्तर) + pariṇāmaḥ (परिणामः) + prakṛti (प्रकृति) + āpūrāt (आपूरात्)

The phrases

Transformation into another kind of birth comes from the overflow of prakṛti (प्रकृति). jāti (जाति) + antara (अन्तर) is i (इ) + a (अ) becoming y-a (य), recited jāty-antara (जात्यन्तर). prakṛti (प्रकृति) + āpūra (आपूर) is i (इ) + ā (आ) = yā (या). The ablative is the source. The nominative is the transformation.

A new birth is not manufactured from nothing. Prakṛti (प्रकृति), which already holds the materials, overflows into the new kind.

Sanskrit in this line

i (इ) before a different vowel becomes y (य्). jāti (जाति) + antara (अन्तर) is jāty-antara (जात्यन्तर). prakṛti (प्रकृति) + āpūra (आपूर) is prakṛty-āpūra (प्रकृत्यापूर). You saw i (इ) + ā (आ) = yā (या) in 2.13. Same glide.

Say it back

Say what transforms, and from what. The from is prakṛty-āpūrāt (प्रकृत्यापूरात्).
