The phrases

For one with no stake even in the highest insight, through discernment at every turn, there is the samādhi (समाधि) called the cloud of dharma. prasaṃkhyāne api (प्रसंख्याने अपि) is recited prasaṃkhyāne 'py (प्रसंख्यानेऽप्य्), e (ए) + a (अ) with avagraha, and api (अपि) before the vowel becomes 'py (ऽप्य्).

akusīdasya (अकुसीदस्य) is genitive of the person. dharma-meghaḥ (धर्ममेघः) and samādhiḥ (समाधिः) are the two nominatives. The name is an image: a cloud that rains dharma, not a cloud one owns.

Sanskrit in this line

e (ए) + a (अ) drops the a (अ), avagraha, from 1.47. Genitive of the person with a privative: no stake. megha (मेघ) is simply “cloud.” The compound dharma-megha (धर्ममेघ) is the name. Do not replace it with a theory of rain. The name is the name.

Say it back

Say who this samādhi (समाधि) belongs to. Someone with no stake, even there.
