The phrases

smṛti (स्मृति) is remembered tradition, the dharma (धर्म) texts. ca adds it to the prohibition just named. The prohibition of hearing, study, and meaning is what smṛti (स्मृति) carries.

The line is short because the noun it supports was in the previous line. It does not introduce a new prohibition.

Sanskrit in this line

smṛti (स्मृति) is feminine, ablative smṛteḥ (स्मृतेः), recited smṛteś (स्मृतेश्) before ca. Same shape as 1.2.6, different job: there smṛti (स्मृति) confirmed a reading of brahman (ब्रह्मन्), here it carries a prohibition.

Say it back

Say what smṛti (स्मृति) is being asked to confirm: the prohibition, not a new story.
