The line
Because, by the acting of voice and body, the meaning is made to be followed, joined with the branches, the major limbs, and the minor limbs: from that it is remembered as an anubhāva (अनुभाव).
Where it sits
A consequent. Anu (अनु) is 'after, along.' The meaning is carried so that it can be followed. Śākhā (शाखा), aṅga (अङ्ग), and upāṅga (उपाङ्ग) are the divisions of the body the eighth chapter will teach. They are named here and not sat.
