The line

The man who undertakes killing and beating without reflecting on the deed, from the doing of what has not been decided: he is to be known by the wise as unsteady.

Where it sits

Capalatā (चपलता). The prose says it arises from passion, hatred, envy, impatience, and what is contrary, and is acted by harsh speech, rebuke, and blows. The verse locates it in acting before one has judged.
