maharṣayaḥ sapta pūrve catvāro manavas tathā
madbhāvā mānasā jātā yeṣāṃ loka imāḥ prajāḥ
Kṛṣṇa (कृष्ण) continues. From the states of 10.4–10.5 he turns to the ancient sages and the Manus.
The verse
The seven great sages of old, and the four Manus likewise, mind-born, have come to be as states of me; of them are this world and these creatures.

Where it sits
10.2 said he is the beginning of the great sages. Here the seven of old, and the four Manus, are themselves born from him, and the creatures of the world are theirs. The source runs one step further down.

The phrases
महर्षयः सप्त पूर्वे चत्वारः मनवः तथा mahāṛṣayaḥ sapta pūrve catvāraḥ manavaḥ tathā names two groups. The seven great sages of old, and the four Manus likewise. pūrve (पूर्वे) describes the sages. tathā (तथा) puts the Manus with them.
madbhāvāḥ mānasāḥ jātāḥ (मद्भावाः मानसाः जाताः) says how those two groups came to be. States of him, born of mind. yeṣāṃ lokaḥ imāḥ prajāḥ (येषां लोकः इमाः प्रजाः) is whose world this is. Of them are this world and these creatures.
Sanskrit in this line
pūrve (पूर्वे) is nominative plural, not a locative. pūrva (पूर्व) can take the endings of a pronoun. The nominative plural masculine is pūrve (पूर्वे), the same ending as sarve (सर्वे), "all," which will appear in 10.13. It agrees with maharṣayaḥ (महर्षयः): the sages who are the former ones.
lokaḥ (लोकः) + imāḥ (इमाः) is recited loka imāḥ (लोक इमाः). aḥ (अः) before a vowel other than a (अ) drops, and the two vowels do not merge. There is a gap: loka imāḥ (लोक इमाः), not lokemāḥ (लोकेमाः). aḥ (अः) + a (अ) would have become o ' (ओऽ). This is the other vowel.
Say it back
The seven, the four, and what they are born from. If pūrve (पूर्वे) comes out as "in the east," stay here. It is a nominative, "of old."
