The words

WordGrammarSense
vidyā-praśaṃsā (विद्या-प्रशंसा)nominative singular, femininepraise of the knowledge

The phrases

His face shines, who knows thus. That sentence is the remainder of the injunction of the Garga three-night, because the injunction expects it. 'A horse is born in his offspring' is the remainder of the formula that accompanies the Veda.

Brightness of face and the horse are figurative, because they name qualities. Pupils look up at him, and the face is as if bright. In a family where study is heard of without a break, a capable son is born, and from gifts he gets food. The sentence praises the knowledge. It does not found a rite whose result is a shining face or a colt.

Sanskrit in this line

The compound is a tatpuruṣa (तत्पुरुष): praise whose object is vidyā (विद्या). One nominative, no finite verb.

Say it back

Say that the shining face praises knowing the three-night, and is not a result one checks in a mirror.
