śrībhagavān (श्रीभगवान्) is still speaking. This is the austerity of the driving strand.
The verse
Austerity done for honor, esteem, and worship, and with show, is declared here to be of रजस्, unsteady and unfixed.
नेपालीमा
सत्कार, मान र पूजाका लागि, र देखाउनका लागि गरिएको तप यहाँ रजस्को भनिन्छ, अस्थिर र नअडिएको।
Where it sits
The driving sacrifice aimed at a fruit and at show. The driving austerity aims at being honored, and he adds that it moves and does not hold. The dark austerity, next, is done to hurt.

The phrases
satkāramānapūjārtham tapaḥ dambhena ca eva yat kriyate (सत्कारमानपूजार्थम् तपः दम्भेन च एव यत् क्रियते) is the austerity done to be seen and honored. For the sake of honor, esteem, and worship, and with show. The fruit of 17.12 has become a reputation.
तत् इह प्रोक्तम् राजसम् चलम् अध्रुवम् tat iha proktam rājasam calam adhruvam is the declaration. That is declared here to be of the driving strand, unsteady, unfixed. Four nominatives on tat (तत्). iha (इह) keeps the result in this world. It does not last.
Sanskrit in this line
तत् + इह tat + iha is recited tad iha (तदिह). Final t (त्) before a vowel is written d (द्). iha (इह) "here" is still its own word. Read tadiha (तदिह) as one unknown stem and the "here" of the declaration is gone. चलम् + अध्रुवम् calam + adhruvam is calam adhruvam (चलमध्रुवम्) by the same kind of meeting: m (म्) before a (अ), and the reversing a- (अ-) of adhruva (अध्रुव) has to be put back in the split.
Say it back
Honor, show, then unsteady and unfixed. If adhruvam (अध्रुवम्) comes out as fixed, stay here.
