The phrases

cetasā sarvakarmāṇi mayi saṃnyasya (चेतसा सर्वकर्माणि मयि संन्यस्य) is the laying down. With the mind, having resigned all actions into me. mayi (मयि) is the place they are put.

matparaḥ (मत्परः) is the man who does it. I am his highest.

buddhiyogam upāśritya maccittaḥ satataṃ bhava (बुद्धियोगमुपाश्रित्य मच्चित्तः सततं भव) is the command. Having resorted to the yoga of the buddhi, be one whose mind is on me, constantly. bhava (भव) carries mat-paraḥ (मत्-परः) and mat-cittaḥ (मत्-चित्तः).

Sanskrit in this line

mayi (मयि) is the locative of aham (अहम्), "in me," and it is the place of saṃnyasya (संन्यस्य). त् + च् t + c doubles as cc (च्च्): मत् + चित्तः mat + cittaḥ is recited maccittaḥ (मच्चित्तः). The same doubling will sit in चेत् + त्वम् cet + tvam in the next verse.
