The line

But, because they form one sentence with the injunction, they would belong to the injunctions, with praise as their purpose.

तर विधिसँग एउटै वाक्य बनेकाले तिनीहरू विधिहरूका हुनेछन्, उद्देश्य प्रशंसा भएर।

Where it sits

The sentences charged with ānarthakya (आनर्थक्य) since 1.2.1 are the unnamed they. Vidhi is the injunctive sentence, kin to codanā (चोदना) in 1.1.2. Stuti is the use that answers the charge, and it stays in force through this section.

Split: vidhinā (विधिना) + tu (तु) + eka-vākyatvāt (एक-वाक्यत्वात्) + stuti-arthena (स्तुति-अर्थेन) + vidhīnām (विधीनाम्) + syuḥ (स्युः)

The phrases

The text says: one who desires thriving should offer the white animal to Vāyu (वायु). Vāyu (वायु) is the wind. Then it says Vāyu (वायु) is the swiftest deity, the man runs to Vāyu (वायु) with his own share, and Vāyu (वायु) leads him to thriving.

Tu turns the view. The second stretch does not state a separate act. Its words still expect the injunction, and the injunction can take them as its remainder. They make one sentence. Their purpose inside that sentence is stuti, praise. Praise makes the enjoined offering attractive, so that the man who wants thriving will perform it. The sentences belong to the injunctions. A sentence that praises what the injunction commands is doing work.

Sanskrit in this line

Ekavākyatva (एकवाक्यत्व) is the state of being one vākya (वाक्य), one sentence. Stutyarthena is an instrumental of accompaniment: their purpose is praise. Syuḥ (स्युः) is plural because the sentences are plural.

Say it back

State the reply with the white animal for the wind: the following sentences praise that offering. They are not a second rite.
