The line

The notion 'this,' born of taking the self as a this, ranges only over what speech sets up. Since its claim to arise as the self has been negated, it should not again attain the rank of a means of knowing.

Where it sits

Verse 2.1 gave the sentence idaṃ nāham (इदं नाहम्). Verse 2.2 says the defeated 'this' does not return as evidence. Verse 2.3 says a later notion cannot arise unless it has sublated the earlier one, and the seer is not the kind of thing a notion sublates.

Split: idam-dhīḥ (इदम्-धीः) + idam-ātma-utthā (इदम्-आत्म-उत्था) + vācā-ārambhaṇa-gocarā (वाचा-आरम्भण-गोचरा) + niṣiddha-ātma-udbhava-tvāt (निषिद्ध-आत्म-उद्भव-त्वात्) + sā (सा) + na (न) + punar (पुनर्) + mānatām (मानताम्) + vrajet (व्रजेत्)

The phrases

The thought 'this' comes from taking the self to be something you can point at. Its whole range is name and form, the thing the Chāndogya (छान्दोग्य) calls a modification seized by speech. Once that thought has been told it is not the self, it does not get to count as a pramāṇa (प्रमाण) a second time.

mānatām (मानताम्) is the abstract status, 'being an authority.' na vrajet (न व्रजेत्) refuses that status.

Sanskrit in this line

vācārambhaṇa (वाचारम्भण) is a Chāndogya (छान्दोग्य) word, 6.1.4, vācārambhaṇaṃ vikāro nāmadheyaṃ (वाचारम्भणं विकारो नामधेयं). The verse expects you to hear that sentence under gocarā (गोचरा).

2.3. A later notion does not arise without having sublated the earlier one. The seer is one, and established by himself. He is not sublated, because a cognition is a fruit.
